German Chancellor Friedrich Merz said on Thursday that Europe needs to build up reserves of critical raw materials to rely less on countries that control their mining and refining.
Speaking at an economic conference in Berlin, he stressed that these materials underpin batteries, powerful electric motors, advanced semiconductors, and many other technologies that Europe’s future economies will rely on.

Merz said the state should help broaden Europe’s supply sources and boost recycling and the circular economy. He also made what he called a very specific proposal: build stockpiles centrally in Brussels at the EU level.
The EU and other major Western economies depend heavily on China for critical minerals and components, including batteries and the rare earths used in defense, aerospace, automotive, and renewable energy industries.
Last month, the European Commission selected 46 strategic raw material projects to receive faster permitting and support in competing for public and private funding, as the bloc works to diversify its supply chains.
